Not so good heater The product is true to its description in the sense that it is small and only has two settings; however, I am not content with the product. This heater does not heat any area no matter how small it is. Since the office is extremely cold, I had to prop the heater and face it directly towards me so I could feel some warmth. Even then, it only heated the area that's directly in front of it. I wanted something I could place on the floor a few feet away from me that would heat the entire room (or least my area) but this heater doesn't do that. I am considering returning it and buying another. August 11, 2014
Warms the Area Under Desk, But is Loud This small space heater gives off just enough heat to keep my feet warm under my desk. Not enough to warm a room, certainly, no matter the size of it (except perhaps a coat closet). But it is LOUD. The fan clicks. Kicking it helps sometimes. But not every time. Pretty annoying. Heater I purchased this heater because a previous heater broke after about a year of use. This heater is very small, but it works well for a small office space. I have had it about a year with no problems. There is only one button to change the heater setting from high to low and off (which takes a few seconds). If the heater falls over, it will NOT turn off automatically; I would not recommend this if there will be kids hanging around frequently. Overall the heater works okay for my office, but it doesn't seem to heat the actual space; I have to face it directly toward me. October 28, 2013
Excellent Space Heater I was in the market for a space heater to keep at my desk, as our office can get pretty chilly in the winter. I haven't used the motion sensor settings yet, as I just click it on or off when I come in. The Hi setting is very warm, and keeps my space cozy. The low setting is comfortable, and perfect for days when the office is left drafty. I didn't experience any weird plastic smells, and this thing will stay on for hours at a time, as long as I'm sitting next to it. I would definitely recommend this space heater! February 6, 2013

Answer:
Does conform to UL Standard 1278, however the heater does NOT shut off when it is turned over. It does have a motion sensor that is supposed to shut it off with 30 minutes of no motion in front of the machine. Not sure how well I trust it though.

I don't know the answer to your first question, but in regards to the second, no it will not shut off if it falls over!
